Steadfast Tourism and Conservation Association
Position: Head Ranger
Station: Billy Barquedier National Park
Background
This term of reference is based on the STACA/PACT Partnership Investment Program, “Strengthen governance and management at Billy Barquedier National Park”.
The Steadfast Tourism and Conservation Association (STACA) is a Community Based Organization that seeks to effectively co-manage the Billy Barquedier National Park (BBNP) for the benefit of its buffer communities and the valuable natural resources that it houses. The BBNP encompasses 1,600 acres of standing tropical forest, which is home to a wide variety of wildlife; including vulnerable and endangered species. It also houses the Billy Barquedier Sub Watershed, which is the primary potable water source for its three neighboring communities. Given the importance of safeguarding the environmental integrity of the BBNP, it is necessary that management and conservation efforts are guided by stable and strategic systems and processes led by the co-managing entity. Therefore, it is vital to strengthen STACA’s management and capacity for improved management effectiveness and financial stability of the BBNP.
Overview
The rangers are key members of the operational team for the organization. The rangers are continuously being trained as professionals whose work revolves around conservation, the protection and the use of the natural park resources. The job responsibilities listed are not designed to cover a comprehensive listing of activities, duties, or responsibilities that are required and may change at any time.
Specific Tasks
- Supervise the park rangers to ensure their compliance with assigned tasks and report on their performance.
- Organize and lead surveillance and monitoring programs at the park.
- Keep records of patrol time and activities and prepare detailed reports such as daily logs, incident reports, and accident reports.
- Provide recommendations to the Chairperson to enhance/strengthen patrols and surveillance of the park.
- In consultation with the Chairperson, prepare work schedules for Park Rangers
- Partake in planning and ensure the maintenance and safekeeping of equipment, structures and buildings within the park for the safety and security of visitors.
- Assist with facilitating visitation groups and activities at the park.
- Provide guided tours to visitors and answering questions on the Protected Area.
- Assist in development and implementation of educational programs and activities for buffer zone communities and schools.
- Assist researchers with carrying out on site research activities as required
- Assist with collecting entrance fees, issuing tickets, ensuring visitors sign the guest book and providing information on the park’s facilities, areas, and rules.
- Prepare reports on various activities such as visitor arrivals, issues, conditions, problems, and visitor impact on park’s resources.
- Make recommendations for improvement of the park.
- Monitor and observe organized and unorganized events in the park to ensure safety and compliance with the National Protected Areas System Act and other relevant legislation.
- Report and investigate any illegal activity within the park.
- Assist in any emergency responses within the park (such as search, fires and injuries/ medical).
- Be a champion for environmental conservation practices.
- Performs other duties as assigned by the Chairperson.
Minimum Academic Qualifications, Professional Experience& Skills
- High school diploma or demonstrate basic literacy
- Knowledgeable of protected areas
- Physically fit
- Basic knowledge of Microsoft Office (Word & Excel)
- Ability to use GPS and compass would be an asset
- Special Constable status would be an asset
- Strong communication skills
Reporting:
Report directly to the Chairperson of STACA.
